Governance has become a central theme in social science research. However, the Western dominated literature assumes fully consolidated statehood as a background condition for governance to be effective and legitimate. Yet, limited statehood, that is, a lack of state capacity to make, implement, and enforce central political decisions and to rule authoritatively, is widespread in the contemporary international system as well as historically. How and under what conditions can governance in areas of limited statehood deliver legitimate authority, security, and welfare, and what problems are likely to emerge? Who governs and what kind of interaction patterns between state and non-state actors emerge? What are the major theoretical problems when governance as a social science concept is applied to areas of limited statehood? What is “lost in translation” when Western governance export takes place in areas of limited statehood?
